An elderly woman yesterday made a legal claim against a department store because it had wrongly accused her of stealing a Christmas card. Ms. Doss White, 72 years old, is claiming $3,000 damages from the store for wrongful arrest and false imprisonment. Ms. White visited the store while doing Christmas shopping, but did not buy anything. She was followed through the town by a store manager. He had been told that a customer saw her take a card and put it in her shopping bag. He stopped her at a bookstore as she was reading a book. Ms. White said, “This man, a total stranger, suddenly grasped my bag and asked if he could look in it.” She was taken back to the store and shut in a small room in full view of shoppers for 20 minutes until the police arrived. At the police station she was body-searched and nothing was found. Her lawyer said the department store sent an insincere apology and they insisted that she may have been stealing. The hearing continues today.

I had to go to Amsterdam last week for a conference. Joe Templer should have known better: after all, he works for a large auto-insurance company. It won't hurt to leave the key in the truck this once, he thought, as he filled his gas tank at a self-service gas station. But moments later as he was paying the money he saw the truck being driven away.
In 1987, 1.6 million motor vehicles were stolen in the United States—one every 20 seconds. If current trends continue, expert predict annual vehicle thefts could exceed two million by the end of the decade.
Vehicle theft is a common phenomenon, which has a direct impact on over four million victims a year. The cost is astonishing.
Many police officials blame professional thieves for the high volume of thefts. It is major money-maker for organized crime. Typically, stolen cars are taken to pieces and the parts sold to individuals. But as many as 200,000 cars are smuggled out of the country every year. Most go to Latin America, the Middle East and Europe.
Only about 15 percent car thefts result in an arrest, because few police departments routinely conduct indepth auto-investigations. When thieves are arrested, judges will often sentence them to probation, not immediately put them in prison because the prisons are overcrowded with violent criminals.
One exception is a Michigan program that assigns 92 police officers to work full-time on the state's 65,000 car theft cases a year. Since 1986, when the effort began, the state's auto-theft rate has fallen from second in the nation to ninth.
How can you protect your car? If you live in a high-theft area or drive an expensive model, consider a security system. It may cost anywhere from $25 to $1,000. Some systems engage automatically-simply removing the key disables the fuel pump and the starter. When cars are equipped with such systems, thefts may drop by one-third. In some states, you may be able to use a device that transmits radio signals, allowing stolen cars to be tracked by police.

Customs Officer Charged In Drug Smuggling
A customs inspector was arrested yesterday and charged with conspiring to import more than 300 pounds of cocaine and 4 pounds of heroin into the United States through Kennedy International Airport from 1994 to 1996.
Since July 1996, agents of the Customs Service have been investigating the smuggling of narcotics from the West Indies, principally Guyana and Trinidad, on commercial airline flights arriving at Kennedy.
The United States Attorney's office said the Customs Service learned that a drug organization in Queens was evading inspections by making cash payoffs to Alberto Camacho of 95-35 Lamont Avenue in Elmhurst, Queens.
The prosecutor's office said the drug ring gave Mr. Camacho 30 photographs of drug couriers and told them the flight they were taking to the United States. Mr. Camacho provided the organization with his work schedule so the couriers could be routed to his station upon arrival, the statement said.
Typically, Mr. Camacho would approach the couriers, escort them to a customs inspection area, conduct a cursory examination and then safely pass the couriers, and their drugs, through customs, the statement said.
Along with Mr. Camacho, who is said to have been paid more than $100,000, nine others were arrested. Three suspects remain at large. Mr. Camacho was arraigned in Brooklyn and released on $300,000 bail.
