Abstract
Ruling the country by law is the basic strategy by which the Communist Party of China leads the Chinese people in governing the country and comprehensive advancement of ruling the country by law is an important component of the“Four-Pronged Comprehensive Strategic Arrangement”. The 20 years since 1997, especially the 15 years since 2002, has been a crucial period in the development of the rule of law in China. During this period, China has quickened the pace of scientific legislation, strengthened open and democratic legislation, and basically completed the construction of the socialist system of law; to achieve the objective of streamlining administration and delegating power to lower levels, the Chinese government has standardized the operation of power, continuously increased transparency, forged ahead steadily with the reform of the administrative system, and made remarkable achievements in the construction of a law-based government; taking the trial as the center, China has made solid progresses in judicial reform and made great efforts in enhancing the transparency and the credibility of the judiciary and upholding judicial fairness; it has attached equal importance to the safeguarding of rights and maintenance of public security, constructed a complete network of criminal justice; continuously improved the legislation through the codification of the civil law and strengthened law enforcement in the field of civil, commercial and economic law, and upheld the lawful rights and interests of market subjects;strengthened the construction of social law, improved social security, food safety supervision, and environmental protection, and enhanced the people's sense of gain. In the future, China will continue to develop the rule of law by further improving the laws and regulations in key areas, enhancing the stability and unity of law, and ensuring the effective enforcement of laws.
