ABOUT THE AUTHORS

James Edwin (Jed) Kee is a professor of public policy and public administration in the Trachtenberg School of Public Policy and Public Administration at the George Washington University (GW) and Co-Director of the Midge Smith Center for Evaluation Effectiveness. At GW, he has also served as chair of the Department of Public Administration; Senior Associate Dean responsible for long-range planning and budgeting, faculty development, and curriculum planning; Interim Dean of the School of Business and Public Management; and Giant Inc. Professor of Public/Private Management.

Professor Kee joined GW in 1985 after a 17-year career in government in the states of New York and Utah, where he held a number of legislative and cabinet-level positions. He is past president of the National Association of State Budget Officers and was Utah Governor Scott M. Matheson’s representative to the National Governors Association.

Professor Kee’s teaching and research interests are in the areas of leadership, public-private partnerships, and public financial management. He has written extensively for such journals as Public Administration Review, Public Budgeting & Finance, International Journal of Public Administration, and The Harvard Law Review. He coauthored Out of Balance (1986) with Governor Matheson. He provides training in leadership and financial analysis throughout the United States, Canada, Africa, the Middle East, and China.

Professor Kee received his BA from the University of Notre Dame and his MPA and JD from New York University.

Kathryn E. Newcomer is a professor at the Trachtenberg School of Public Policy and Public Administration at GW, where she is also Co-Director of the Midge Smith Center for Evaluation Effectiveness, Director of the PhD in Public Policy and Administration program, and Associate Director of the school. She chaired the Department of Public Administration at GW for 20 years before becoming founding director of the Trachtenberg School. She teaches public and nonprofit program evaluation, research design, and applied statistics. She routinely conducts research and training for federal and local government agencies and nonprofit organizations on performance measurement and program evaluation, and has designed and conducted evaluations for several U.S. federal agencies and dozens of nonprofit organizations.

Dr. Newcomer has published four books: Improving Government Performance (1989), The Handbook of Practical Program Evaluation (1994, 2nd edition 2004), Meeting the Challenges of Performance-Oriented Government (2002), and Getting Results: A Guide for Federal Leaders and Managers (2005). She has also edited a volume of New Directions for Public Program Evaluation, Using Performance Measurement to Improve Public and Nonprofit Programs (1997), and numerous journal articles. She is a Fellow of the National Academy of Public Administration and currently serves on the Comptroller General’s Educators’ Advisory Panel. She has also served as President of the National Association of Schools of Public Affairs and Administration (NASPAA). Dr. Newcomer has received two Fulbright awards and has lectured throughout the world on performance measurement and public program evaluation.

Dr. Newcomer earned a BS in education and an MA in political science from the University of Kansas, and her PhD in political science from the University of Iowa.
