第二章 能源生产

摘 要

能源是国民经济和社会发展的重要物质基础。西部地区能源资源数量多、种类齐、分布广，煤炭、水能、天然气、风能、太阳能等能源资源可供勘探开发的潜力巨大。伴随着西部大开发，西部地区的能源投资迅速增长，其在国家能源领域投资总量中所占比重也日益上升，逐步成为我国重要的能源战略基地。因此，合理开发和利用这些资源，对国家能源生产安全保障和国家经济持续稳定增长具有重要意义。本章主要对我国西部地区能源开发生产现状进行了分析和评价，总结了西部煤炭、石油、天然气以及各种新能源的开发生产特点，在此基础上，针对当前西部地区能源生产所面临的挑战及问题，从技术层面和政策层面提出了相应的对策和建议，强调了开发利用清洁能源的重要性。

Abstract

Energy resources are important material bases for economic and social development.The energy resources in the west of China are abundant in quantity，rich in diversity and widely distributed.Energy resources，such as coal，hydro-power，natural gas，wind power and solar energy，are full of potential to be readily exploited.With the progressing of the development of the west of China，the investment in energy resources in the area is increasing rapidly，lifting the ratio of energy investment in this area to that in the whole China and making the area an strategic basis for energy exploitation.Thus，wisely exploiting and utilizing the energy in the area is of great significance for China's steady power production and sustainable economic growth.This chapter mainly analyzes and evaluates the current situation of energy exploitation and production in the west of China，summarizing the manufacturing characteristics of new energy in the west of China，such as coal，petroleum and natural gas.On this basis，in terms of challenges and problems faced by the energy production in the area，this chapter comes up with corresponding methods and suggestions from both technological and political perspectives，emphasizing the importance of exploiting and utilizing new energy.

能源是现代社会发展的动力，是国民经济发展的重要组成部分和基础性支撑力量。在确保能源安全的前提下，实现与社会经济发展程度相协调，并适当承担引导社会经济可持续发展的任务是当前能源发展的核心目标。

西部大开发实施十几年来，国家有针对性地提出了许多鼓励政策和支持措施，有力促进了西部可再生能源的发展。以“西电东送”、“西气东输”等重点工程为龙头，加快了西部地区的能源建设。如今，西部地区已经形成了一批大型水电基地、火电基地以及煤炭和石油天然气基地。西部能源建设的提速，不仅促进了西部地区的经济发展，而且对东部地区能源输入、东西部优势互补及协调发展起到了积极作用。
