4.3 Traffic and Transportation

4.3.1 External traffic and transportation of the iron and steel enterprise shall agree with the plan of city(town)and industrial zone of the area where the enterprise is located and with the plan for future traffric and transportation development,and shall create conditions for collaboration with the neighboring enterprises.

The renovation and extension projects shall fully and properly avail themselves of the existing traffic and transportation facilities of the iron and steel enterprise.

4.3.2 The design of railways and roads outside the iron and steel enterprises shall comply with the relevant requirements in current national standard GBJ 12 Code for Design of Standard-gauge railway in Industrial Enterprises and GBJ 22 Code for Design of Roads in Factories and Mining Areas.

4.3.3 Railway junction station of the iron and steel plant shall be provided in line with the following requirements:

1 Number of junction stations shall be determined based on techno-economical comparison of the following main factors:

1)Configuration of the railway of national network and plant site of the iron and steel enterprise.

2)Form of general layout of the iron and steel plant.

3)External railway transportation volume of the iron and steel plant as well as the flow of incoming and outgoing freight.

4)Organization mode of wagons(belonging to national railway network)reaching and leaving the iron and steel plant.

2 Capacity of the junction station shall meet the near and long run transportation requirements of the iron and steel enterprise.

3 In case of two junction stations,they should be located respectively at the rail-transported material/product entrance and exit of the iron and steel enterprise.

4 In case of one junction station,it should be located at raw material entrance direction of the enterprise.

4.3.4 Where the iron and steel enterprise has wharf for water transportation,its wharf capacity,the transportation mode for materials transferred between wharf and enterprise,and the locations of the watertransported material entrance and exit of the enterprise relative to the wharf shall be properly determined according to the near and long run development of the enterprise,taking into account the variety and transportation volume of water-transport materials,and complying with the relevant requirements of Chapter 14 herein.
