1　General Provisions

1.0.1　This code is made with a view to implementing the policies，laws and regulations of the nation and to developing a technically advanced and practicable design embodying reasonable use of resources and featuring safety，sanitation，energy saving，environmental friendliness as well as rational social and economic benefits to address the characteristics of iron and steel enterprises such as as use of large land area，large transport volume，numerous freight categories to be transported in the design of the general layout and transportation for iron and steel enterprises.

1.0.2　This code is applicable to the design of general layout and transportation for new construction，extension and renovation of iron and steel plants.

1.0.3　In the design of general layout and transportation for iron and steel enterprise，the basic state policy of cherishing and rationally using the land and effectively protecting the farmland must be abided by in a bid to work out a reasonable layout according to local conditions and to improve the land use rate.

1.0.4　In addition to the requirements stipulated in this code，those stipulated in the current relevant standards of the nation shall be complied with when designing the general layout and transportation for iron and steel enterprises.

For iron and steel enterprises located in areas with such natural conditions as earthquake，collapsible loess，swelling soil，soft soil，permanent frost soil，etc.，requirements in pertinent special standards shall also be met.
