Attending CPC Symposium on the Emerging Technologies of Military-civilian Integration

In order to firmly grasp the key tasks of promoting the in-depth deve-lopment of military-civilian integration in the new era，thoroughly implement military-civilian integration strategy，and the collaborative innovation of military-civilian science and technology，in April 2019，BRI International Think Tank of CASS，CCUD of MIIT，and RDI jointly conducted research on accelerating the innovation breakthroughs of emerging technologies of China's military-civilian integration，and completed the Research Report on Accelerating Innovation Breakthroughs of Emerging Technologies of Military-civilian Integration by Grasping Opportunities and Making Forward-looking Arrangement.The report points out that a new round of technological revolution will give birth to a number of strategic emerging industries，which will have far-reaching influence on optimizing the industrial layout and breaking the international competition pattern.Through the analysis and research on the trends of emerging technologies at home and abroad，the report puts forward suggestions for the key technical direction and industrialization development of military-civilian integration.It was given important comments and instructions from senior leaders of the central government.

On May 14th，the research team of RDI attended the CPC Symposium on the Emerging Technologies of Military-civilian Integration at the invitation of the Office of the Central Commission for Integrated Military and Civilian Development.Baige ZHAO，Chair of Advisory Committee of RDI，Shan LU，President of China Electronic Information Industry Development Research Institute，Kui FENG，Secretary-General of Academic Committee of CCUD，and Jian YANG，Chairman of Tellhow Sci-Tech Co.，Ltd.，an RDI platform enterprise，attended the Symposium and reported on special topics.

The Symposium focused on topics such as“How to Seize the Historical Opportunities of the New Round of Scientific and Technological Revolution，Focus on the Strategic Priorities of Emerging Technologies of Military-civilian Integration，and Work together to Achieve Innovation Breakthroughs in Emerging Technologies of Military-civilian Integration”.At the Symposium，experts analyzed the technological demands and development strategies from eight technology fields，including AI and robots，new energy，new materials，additive manufacturing，virtual reality and digital simulation，space technology，human augmentation technology，and quantum information technology.They especially had a thorough discussion on the promotion of military technology application in civil areas，and emphasized the importance of promoting emerging technologies to serve people's livelihood and mankind with smart city as a carrier.The representatives agreed that smart city provides a broad market for the transfer of military technologies into civil domain.Smart city construction with rich content and great demand for new technologies is an important market player for the transfer and transformation of advanced military technologies for civil use.Promotion of the high-quality application of military technologies into civilian use，civilian participation in military and military-civilian coordinated innovation is conducive to the sustainable development of smart city in various fields.

The success of the Symposium fully reflects that BRI International Think Tank of CASS，CCUD of MIIT，and RDI are able to perform the function of think tanks in promoting the development of in-depth military-civilian integration by providing comprehensive research and support on theory，policy and methodology.

Attending the 5th China Smart City Expo 2019

On the morning of June 14th，2019，the 5th China Smart City Expo 2019 themed“Jointly Building Green and Smart Cities”was solemnly opened in Beijing Exhibition Center.China Smart City Expo was hosted by CCUD，and had been successfully held for four consecutive years by then.The Expo aimed to serve as an important platform to implement the development policies for new smart city，publicize and promote excellent cases and achievements of smart city construction，and strengthen exchanges and cooperation on smart city development at home and abroad.

Baige ZHAO said in her speech that in today's world，the major opportunity mankind facing is brought by the 4th Industrial Revolution which will greatly influence the human development process due to its development scale，speed，breadth，depth and all-round and systematic role.The 4th Industrial Revolution is manifested on the surge of emerging and groundbreaking technologies in many fields，including AI，robots，Internet of Things，3D printing，nanotechnology，biotechnology，material science，and quantum computing，which have promoted the innovation and development of global electronic information technology.The mutual integration and promotion of informationization，networking，digitalization，and intelligentization have led mankind into an intelligent information era.Although many technologies are still in their initial stage，they will mutually promote and integrate with each other due to the cross-sector and cross-industry integration.The year 2025 will mark the tipping point for technological development of the 4th Industrial Revolution，which will bring about changes in the old patterns of governance，commerce，distribution and consumption.

Focusing on the 4th Industrial Revolution，we will face many opportunities and challenges for sustainable development in joint green and smart city construction.The emerging 4th Industrial Revolution has created significant opportunities for China，allowing it to compete with the deve-loped countries at the same starting line.Smart city construction is an extremely complicated systematic process of mutual promotion between government and enterprises.Government should innovate policies and mechanisms to allow enterprises'participation in this construction and increase government-enterprise cooperation，establish a win-win ecosystem with the parties involved，thus highlighting the“Intelligence”of smart cities.With profound changes in the urban development mode，green and smart city construction can improve cities'management and rapid adaptability，and create healthy，convenient and comfortable urban environment.Moreover，it is also the priority and strategic pivot to improve China's innovation ability and realize national innovation stra-tegy.We need to clarify our thinking about smart city construction and gather strength to achieve leapfrog development in China's practice.

In her concluding speech，ZHAO pointed out that the government，as the leading force，need to play its role in the green and smart city construction.It should lead the policy planning，build public platforms，train relevant talents and guide the capital operation； it should strengthen the support for model cities and key enterprises，promote market opening，spread the experience of smart city construction，encourage the resource integration among enterprises，and promote the establishment of a market-oriented mechanism for smart cities； and they should also promote exchanges between and interaction of information，culture and industry，promote the vertical and in-depth development of green and smart cities and build international smart cities.Meanwhile，as the main players in the market economy，enterprises are the biggest supporters for smart city construction and the main builders of the new image of cities.They should seize the opportunity of the 4th Industrial Revolution and participate in smart city construction more extensively.RDI will actively work with enterprises on its platform and make contributions to green and smart city construction.During the Exchange Meeting，ZHAO also presented RDI Annual Report（2018）and B&R Development Report（2018）to the guests on behalf of 350 RDI platform enterprises.

China Smart City Expo sponsored by CCUD has become one of the important tasks listed in the Notice on Printing Documents of the System of New Smart City Building for Ministerial-level Coordination Work Team and 2016-2018 Tasks Assignment.There were more than 600 exhibitors in total for the first four Expos，with a total exhibition area of 130，000 square meters and a total of more than 400，000 visitors.The Expo has become a large-scale and influential international one in the field of smart city development in China.

In the context of the 4th Industrial Revolution，technological innovation has become the leading force in reshaping the world pattern and creating the future of mankind.It is worth thinking about how to make technological innovation come out of the laboratory into everyday life，deeply integrate with and widely permeate through all aspects of human society in the new era.

The Opening Ceremony of the 2019 Euro-China Green and Smart City Summit

Since 2015，under the guidance of the European Commission，a series of activities of the Euro-China Green and Smart City Summit co-sponsored by the CCUD，Foundation Prospective and Innovation，BRI International Think Tank of CASS，and RDI have been successfully held in Hong Kong，Shenzhen and Ningbo，with a total of about 110 delegations from China and 31 European countries and regions.It has become one of the international cooperation and exchange platforms for green smart cities with high degree of internationalization，rich content and pragmatic cooperation.From September 26th to 28th，2019，under the guidance of the European Commission，the Euro-China Green and Smart Summit—the 4th Industrial Revolution & Smart City Development Forum co-sponsored by the CCUD，Foundation Prospective and Innovation，BRI International Think Tank of CASS，and RDI was held in Nanning，Guangxi.More than 500 people，including city delegates，experts and scholars，and enterprise leaders from China and EU member states participated in the event.

On the afternoon of the same day，the Euro-China Green and Smart Summit—the 4th Industrial Revolution & Smart City Development Forum themed“The Future is Coming”&“Smart Technology for People's Lives”，a platform for transnational dialogue planned by RDI，was solemnly held.The forum had two Sessions，including Session 1：“The Future is Coming”，in which guests mainly discussed how human beings should stimulate a new round of technological innovation in the 4th Industrial Revolution and how to apply the innovative technology of the 4th Industrial Revolution to build smart cities.Guests of Session 1 included Jean-Pierre RAFFARIN，President of Foundation Prospective and Innovation，Nicolas CHAPUIS，EU Ambassador to China，Serge SALAT，President of the Urban Morphology and Complex Systems Institute in Paris，Ronald HALL，Senior Expert of the Directorate-General for Regional and Urban Policy of European Commi-ssion，Junli WANG，Vice Chairman of China Reform Forum，Lin XU，Chairman of Board of Directors of the U.S.-China Green Fund，and Guanding LI，Member of Party Leading Group and Deputy Mayor of Ningbo Muni-cipal People's Government，Zhejiang Province.The guests elaborated on green smart city construction and development from the perspectives of international rules，domestic legal systems，policy regulations and technical factors.They also pointed out that the technological innovation of the 4th Indu-strial Revolution，which will bring about the integration of physical space，cyberspace and biological space，and technological innovation，is a necessary means to build smart cities.

Baige ZHAO，as the initiator and moderator of the Forum，made her comments on the dialogue from the angle of the future prospect of green city development，smart city construction and operation，high-quality smart city development promoted by National Quality Infrastructure（NQI），and measures benefiting people's lives and their effectiveness.ZHAO said that human civilization started，iterated and gradually ushered in the dawn of the 4th Industrial Revolution.With the profound overall thinking brought about by the Revolution，green development has increasingly become the consensus of all parties after the collision of their ideas.In view of the global consensus on high-quality development，RDI holds that the important supporting innovative technology of the 4th Industrial Revolution is the multi-scenario overlapping application of New Energy+Big Data & AI.The integration and ubiquity of these two technologies will bring in in-depth industry-city integration and changes of business model for green development.ZHAO believed that smart city is the regional aggregate with a comprehensive urban function，needs to wisely integrate technological iteration and innovation，and takes advantage of transformation and upgrading of urban intelligence by New Energy+Big Data & AI.Its essence is to fully use renewable energy，and to rationally and scientifically reduce the direct use of fossil energy，to maximize the perception of urban Internet of Things.While following such urban development concepts as“People-oriented”and“Green Harmony”，cities are empowered by green development and smart technology.ZHAO also discussed the promotion of high-quality development of green and smart city by NQI.She held that the NQI concept proposed by the UN Industrial Development Organization and the International Organization for Standardization has integrated the internationally recognized quality compliance element，including measurement，standards，accreditation and inspection testing（conformity assessment）into the industrialization of innovative science and technology of the 4th Industrial Revolution，which is an important basis for ensuring high-quality development of all relevant fields.At the end，she summarized the measures benefiting people's lives and their effectiveness.

Representatives of the enterprises on the RDI platform demonstrated at the Forum the speed of their integration of innovative science and technology with NQI.It resulted in the cross-sector integration of industrial chains and effective combination of quality compliance，which comprehensively and stably safeguard and support high quality development of the green and smart city.The demonstration of the achievements of innovative technologies at the Summit showed that advanced science and technology has a great effect on promoting the development of smart city，smart transportation，smart health care，and smart education in people's life.They not only enhance the overall effect of a city's greenness and smartness，but also realize the remarkable improvement in people's life quality.The Euro-China Green and Smart City Nanning Consensus reached at the Summit and successful experience shared at the Summit will benefit the development of the B&R countries and regions and even the whole international community，and people's lives，and contribute strength and wisdom to dealing with the environmental and climate problems.
