Abstract

Openness and transparencyare a fundamental characteristic of a law-based government，as well as a basic requirement of modern governance.In recent years，the Government of Guizhou Province has made continuous efforts and achieved marked results in improving the institutions and mechanisms of open government.Based on frontline practices and experiences and relying on first-hand data and materials，this book objectively reviews and summarizes the explorations and innovations made by the Government of Guizhou Province in advancing the open government work in an all-round way.

The General Report，which is centered around the “Guizhou phenomenon” of openness of government affairs and takes the historical background as the entry point，introduces such aspects of the open government practice of Guizhou Province as organization and leadership，double catalog source management，openness in key fields，standardization of disclosure of government information upon application，construction of platforms and channels of openness，interaction with the public and response to public concerns，and performance evaluation and work supervision.It shows that，through the advancement of the open government work in an all-round way，the Government of Guizhou Province has satisfied the demands of all sectors of society for government information，enabled the public to better participate in governance，decision-making and supervision，and promoted the building of a law-based and service-oriented government，thereby improving the image of the government，harmonizing the relationship between the government and the people and enhancing the government credibility.Generally speaking，the “Guizhou experience” in the open government work includes attaching importance to standardization and regularization，establishing institutions in advance and strengthening rigid constrains，being demand-oriented and people-centered，focusing on key and difficult points，and relying on informatization.In the future，the Government of Guizhou Province will further enhance the initiatives of government organs in the open government work，try to get a full picture of local conditions and make the open government work more elaborate and operable，increase the user-friendliness and the intelligence of platforms，and strengthen the institutional building and team construction.The practice of Guizhou Province in advancing the open government work in an all-round way provides an important reference and example for promoting the modernization of governance with better quality openness in other provinces and in the whole country.

Centered around such modules as the open government practice in key fields，elaboration of the efficacy ofthe open government work，and platforms and guarantees of the open government work，this book investigates and summarizes the open government work in fields and matters that are closely related to the vital interest of the public and of great public concern，such as disclosures of government information in the fields public health，land requisition，supervision over the management of state assets，results of the handling of suggestions and proposals，fiscal budgets and final accounts，the spending on official overseas visits，official vehicles，and official hospitality，openness of police affairs，new media of government affairs and construction of government web portals.The book also contains monographic studies on the innovations，experiences and practices of some representative cities and prefectures in the province，including Guiyang，Zunyi，Liupanshui and Qiannan，in the field of openness of government affairs.
