Foreword

This specification is formulated according to the requirements of Document Gong Xin Ting Tong〔2011〕No.66 issued by Ministry of Industry and Information Technology（MIIT）—"Notice on the Development Plan of Telecommunications Engineering and Construction Standards in 2011".

This specification includes general requirements for network design of digital cellular mobile communications network WCDMA，core network design of CS domain，core network design of PS domain，radio access network design，trunk lines，signalling and interface design requirements，numbering format，billing and network management，synchronization requirements，bureau and station location selection，equipment installation process，green energy savings，co-construction and sharing，etc..

The Communications Development Department of Ministry of Industry and Information Technology is responsible for the explanation of this specification and oversees its implementation.All relevant organizations are kindly requested to give comments and suggestions on supplementing or modifying the specification during its implementation process.The relevant comments and suggestions，whenever necessary，can be posted or passed on to the Communications Development Department of Ministry of Industry and Information Technology（Address:13 West Changan Avenue，Beijing，Postcode 100804）.
