3.2 Plant Site Selection
3.2.1 Plant site selection shall be technically feasible,favorable for social stability,social benefit,economic benefit and environmental benefit.If several sites are available for the proposed plant,the plant site shall be selected through economical and technical comparison.
3.2.2 Deep investigations,studies,analysis and assessment shall be made for the following aspects when selecting the plant site:
1 Site safety.
2 Strategic industrial planning.
3 Surrounding environmental status and objects with environmental sensitivity.
4 Local urban planning and industrial park planning.
5 Local land utilization planning and land availability.
6 Local natural conditions.
7 Local traffic and transportation conditions,as well as feedstock and product transportation options.
8 Utilities supply conditions or the utilities available to support the plant.
9 Waste solid treatment and effluent drainage.
10 Local collaboration and services available to support the plant.
11 Technical and economic conditions required during plant construction.
12 Future development.
3.2.3 Plant should be sited in uncultivated land or badland,and basic farmland shall not be occupied.If the plant is located in the coastal area,the reclaimed area may be selected as the plant site.
3.2.4 Plant shall be sited far away from environment sensitive areas such as the urban areas of largeand medium-size cities,public welfare facilities and communities,and should be located at the upwind side of wind direction with minimum frequency throughout the year of adjacent environment sensitive area.
3.2.5 Plant shall be preferably sited in the area where good collaboration conditions and social services are available to support the plant.
3.2.6 Plant shall be preferably sited in the area with good topographical,geological,hydrographic and meteorological conditions,and should not be sited in the area with complex natural landform or steep natural gradient.
3.2.7 Plant shall not be sited in the area with potential flood,tide or waterlogging,when unavoidable,reliable flood control and drainage measures shall be taken.
3.2.8 Plant shall be sited in the area where air emission dispersion,effluent water discharge and solid waste storage result in less impact to the surrounding environment.
3.2.9 Plant site selection shall avoid large relocation of local residents,if necessary,the relocation shall be fully assessed.
3.2.10 Reliable water supply and power supply shall be secured in the area where the plant is sited.
3.2.11 Plant should be sited in the area with convenient feedstock transportation conditions,large market demand and high consumption capacity,and should be in accordance with the following requirements:
1 If crude oil is used as the feedstock,the plant should be sited in the area where crude depots,large oil product terminals or oil conveying pipelines are available.
2 If coal is used as the feedstock or fuel,the plant should be sited near to the raw coal mining area or the area with good transportation conditions available for raw coal.
3.2.12 Plant site selection shall be favorable for sustainable and coordinated development with the surrounding environment,and the enterprises with similar nature or collaboration relations should be selected as the neighboring enterprises.
3.2.13 Plant site selection shall meet the requirements of the plant long-term planning.
3.2.14 Revamp or expansion project shall be preferably located in the existing plant area to properly use the idle land and facilities for integrating the land resource.When necessary to select a new site,the interface between new plant area and existing plant area shall be properly considered for making full use of the existing facilities and avoidance of repeated construction.
3.2.15 The locations of water source,effluent outfall,solid waste landfill yards,and the lands for roads,railway,jetty and other outside fence support facilities shall be also determined at plant site selection stage.
3.2.16 Plant shall not be sited in the following areas or zones:
1 Seismic fault zone and the area with seismic precautionary intensity of 9 degree and above.
2 Potable water resource protection area,the forest,agriculture protection and future development areas designated by the state,natural protection areas,scenic spots and historical site protection areas.
3 The areas prone to geological disasters and key prevention area of geological disasters such as mountain collapse,mudslide,mudflow,drift sand,sever ground settlement or collapse,the mining collapse or faulted area.
4 The flood detention/retarding basin,the area possibly flooded with water in case of dam or bund breaking.
5 The area jeopardizing the clearance protection zone for the airport.
6 The promising mineral area or the mineral resource reserved area.
7 The area with shortage of water resources.
8 The zones with poor geological conditions such as heavy loess collapsible under overburden pressure zone,recently deposited loess zone in large thickness and the saturated loess zone in high compressibility.
9 The zone with poor natural ventilation in mountainous or hilly areas.
