Foreword
The past 2019 has been a year of stable and rapid development of the creative industries and its transformation and upgrading to high-quality development. The inheritance and innovation of China's outstanding traditional culture has played a role as the power source of the high -quality development of the creative industries, which in turn promotes the cultural inheritance and innovation. Speaking of the legislative efforts, the "Cultural Industry Promotion Law", which was drafted in 2015, began seeking advice from the public. It may be officially introduced in 2020 and will become China's first "culture law"and an guarantee of high -quality development of the cultural creative industries.
Countless treasures were left to the Chinese people because of China's long history. They are physical manifestations as well as our sources of firm cultural confidence. In recent years, the top-level design of cultural protection inheritance and utilization has been strengthened, the cultural relics and intangible cultural heritage protection and inheritance systems have been improved, cultural and creative products developed based on traditional culture have gained the market recognition. Fueled by media convergence and newtech, the cultural communication and population has achieved good social responses. As the cultural and technological integration are increasingly accelerated, new technologies are put into place, such as 5G, 8K, virtual reality, artificial intelligence, and block-chain, spawning a new ecological system of cultural and creative industries. The integrated development of culture and tourism continues to advance, and has become an important way and driver for poverty alleviation. Cultural exchanges and cooperation is continuously pushing to enhance cultural confidence and stimulate cultural innovation, thus promoting the inheritance and development of traditional culture. At the beginning of 2020, the new COVID -19 pandemic brought huge challenges to the industry which was force to go digital, online and smart. The digital cultural industry will help regain momentum of the whole creative industries post-pandemic.
The Chinese Creative Industries Report 2020 takes "cultural heritage and innovation"as the theme, reflects the overall situation and trends of the country by describing the development of some cities’ creative industries, and organizes 15 representative cities in China to participate in the writing. The report focuses on how each city uses cultural inheritance and innovation to stimulate the vitality of creative industries and promote its transformation to high-quality development; elaborates on the development status of these cities’cultural creative industries, analyzes the models and characteristics of cultural inheritance and innovation in various regions; summarize the successful experiences on how to achieve synergy between cultural heritage innovation and the creative industries; finds out the problems and challenges and explores the corresponding solutions and development directions.
This annual report follows the previous three-section "overview-cities -analysis"framework, and adds a special "index release"chapter. By studying the 2019 Chinese Urban Cultural Creative Index, we will form an index report, publish a ranking list and provide an analysis on China 140 cities’creative industries base on four dimensions (creative ecology, empowerment capability, aesthetic driving force, innovation driving force), 16 indicators and 44 items.
The Chinese Creative Industries Report has followed and observed the development of China's creative industries for 15 consecutive years, and has relatively completely recorded the development of cultural creative industries in major cities in China. In early 2020, with the COVID-19 pandemic outbreak both at home and aboard, the industry is facing a world -wide change. We are willing to work with our partners and readers to make efforts for the industry's development and witness its greater success. We hereby express our gratitude to all experts from every city and personnel of the related government departments who have contributed to this report. Finally, we would also thank the Beijing Science and Technology Strategy Consulting Centre (a.k.a BJAST Think-Tank)for supporting the compilation of the Chinese Creative Industries Report.
