Abstract：With the rapid development of nearly 40 years since Reform and Opening up，various types of development zones （industrial parks） have achieved rapid growth in development scale and quality，and have become an important carrier for my country's participation in the global manufacturing value chain division of labor and optimize the industrial space layout.Powerful measures and a powerful driving force for the coordinated development of regional economies.Generally speaking，development zones （industrial parks） serve as important platforms and industrial development carriers for improving the efficiency of land space development.Promoting the high-quality development of China's development zones （industrial parks） is an inevitable choice to strengthen the domestic cycle，promote China's coordinated regional development，and realize the common prosperity of all people under the background of major changes in the international and domestic environment.

From the perspective of the overall distribution of China's various types and levels of development zones （National Hi-Tech Development Area and National economic and technological development zone），the spatial distribution pattern of the number and area of development zones （industrial parks） is consistent with the distribution of urban agglomerations within the entire land space.It shows the characteristics of multi-core and axial clusters based on urban agglomerations.The first is the agglomeration belt of eastern coastal industrial parks，which mainly form coastal belt development zones based on the Bohai Rim （Liaodong Peninsula，Beijing-Tianjin-Hebei，Shandong Peninsula），Yangtze River Delta，Guangdong-Hong Kong-Macao Greater Bay Area city clusters and core cities （ Industrial parks） cluster areas； the second is the central Yangtze River Middle Reaches and the Central Plains Industrial Park agglomeration plate，mainly composed of the middle reaches of the Yangtze River urban agglomeration （including Wuhan City Circle，Changzhutan City Group and Nanchang-Jiujiang Poyang Lake City Group） and Central Plains （Zhengxinluo） cities Clusters and core cities are the cluster areas of massive development zones （industrial parks） based on the formation；the third is the agglomeration of industrial parks in the western region，mainly in Chengyu，Lanxige，Hubao'e，Ningmeng along the Yellow River （Yinchuan-Wuhai），Guanzhong （Xixian-Yangling New District），the urban agglomeration on the northern slope of Tianshan Mountain and the core cities are the development zones （industrial parks） clustered communities.It is not difficult to find that the spatial distribution pattern of China's industrial parks is highly consistent with the “T”-shaped development strategy of China's territorial space.At the same time，the park settlements are mainly concentrated on the southeast side of the “Hu Huanyong Line”.These development zones （industrial parks） gather areas and axes，and gradually form a model of division and cooperation based on unique industrial chains in industrial organization.In the development process of spatial development zone clusters and urban agglomerations，they have formed mutual promotion.Supporting spiral symbiosis development model.

China's industrial park construction has made many achievements and successful experiences，but also encountered some problems.The report of the 19th National Congress of the Communist Party of China clearly stated that China's economic and social development has gradually shifted from a high-speed development stage to a high-quality development stage，and high-quality development has become an important goal of current macro policy formulation and management.Accelerate the establishment of a high-quality development evaluation system for parks，select statistical quantitative indicators from the aspects of economic development quality，coordination and coordination quality，innovative ecological quality，ecological environment quality，open sharing quality and management service quality，and evaluate development zones （industrial parks） in China.Objective quantitative and qualitative evaluation of the development quality level of the country will help guide the high-quality development of industrial parks，help maintain sustained，healthy and stable economic growth，and are an important part of the high-quality development of my country's economic society.

Based on this，this report adheres to the five development concepts of innovation，coordination，greenness，openness，and sharing，builds a high-quality development evaluation index system for national industrial parks，scientifically evaluates the development of national industrial parks，and summarizes the achievements of national industrial parks.Analyzing the problems in the development of national-level industrial parks based on facts is the basis for promoting their high-quality development.This report adheres to the new development concept of innovation，coordination，greenness，openness，and sharing to build a national-level industrial park high-quality development evaluation index system.Therefore，scientifically evaluate the development of national-level industrial parks，summarize the achievements of national-level industrial parks，and analyze the problems in the development of national-level industrial parks based on facts.Through the analysis and evaluation of data at 30 provinces and districts and 105 parks，we found that：

First，it can be seen from the overall evaluation index of the development quality of national-level industrial parks of 30 provincial administrative units that the development quality of national-level industrial parks has stabilized and is gradually improving.Judging from the average value of the comprehensive index value of the sub-provincial evaluation in 2012—2018，the score of the national industrial parks in Guangdong Province reached 0.7132，followed by Shanghai，Jiangsu，and Beijing，which were all worth more than 0.5 in 2012—2018.These four provinces and cities The district is also a key city cluster on the east coast of my country，where the Beijing-Tianjin-Hebei，Yangtze River Delta，and Pearl River Delta are located.Since 2012，the development scores of national industrial parks in the regions where the three major urban agglomerations are located have been leading the country.The development quality of the central and western parks is also continuously improving.Based on the spatial distribution of the evaluation indexes by provinces from 2013 to 2018，in the past six years，Shandong，Zhejiang，Hunan，Hubei，Henan，Sichuan，and Chongqing provinces and cities The development quality of national industrial parks has improved rapidly.

Second，from the perspective of the top 30 high-tech industrial parks in the comprehensive index，the development China's industrial parks is generally related to the economic development level，industrial foundation，resource endowments，talents and scientific research resources，ecological environment and urban functions，The overall strength of the energy levels is consistent，and most of the industrial parks are located on the southeast side of the “Hu Huanyong Line”. The development quality of the park largely depends on the location and the energy level of the city，that is，the comprehensive score of the development quality of industrial parks in the eastern coastal areas is significantly better than that of the central and western regions，and the comprehensive scores of the development quality of the industrial parks in large cities are obvious.It is better than the development characteristics of parks in small and medium-sized cities. The top 30 parks with comprehensive scores are basically concentrated in the Yangtze River Delta，Beijing-Tianjin-Hebei，Guangdong-Hong Kong-Macao，Guanzhong，and Chengdu-Chongqing first-line urban agglomerations，and the development and growth of the parks within the Changsha-Zhutan，Wuhan urban agglomeration，and Zhongyuan urban agglomeration Shows an acceleration trend.Within the entire land space，China has basically formed the Beijing-Tianjin-Hebei high-tech industrial park （development zone） cluster area with Beijing Zhongguancun Science Park as the core； Chengdu，Chongqing，Wuhan，Changsha，Nanchang-Jiujiang，Hefei，Nanjing ，Shanghai High-tech Zone as the core，along the main coastline of the Yangtze River Basin high-tech industrial park （development zone） cluster axis； Guangdong-Hong Kong-Macao Greater Bay Area high-tech industrial park （development zone） with Shenzhen-Guangzhou high-tech zone as the core Agglomeration area； A cluster of high-tech industrial parks （development zones） along the Eurasian Continental Bridge，focusing on Hubao'e，Xi'an-Yangling High-tech Zone，Lanzhou-Xining，and Urumqi.These four high-tech industrial parks （development zones） gather The zone （axis belt） has laid the foundation for the development of China's high-tech industries，the efficient use of land and space development，and the coordinated development of regions.

At the same time，the research team relied on the “Quality Evaluation of the Development of Industrial Parks in my country”，a major project of the Chinese Academy of Social Sciences，and selected three typical urban agglomeration areas in the Beijing-Tianjin-Hebei region，the Yangtze River Delta and the Pearl River Delta.Zhangjiang Park，Shenzhen Qianhai Park and Zhuhai Hengqin Park conducted in-depth investigations.Summarize the current situation of the development of the three typical regional parks，the current status of the development of the leading industries，the division of industrial cooperation and the development of the surrounding areas，analyze the difficulties and existing problems in the development of the parks，and make specific proposals to promote the quality of the regional industrial parks Policy recommendations for development.
