Since the 18th CPC National Congress, Shaanxi has been thoroughly implementing the important speech and instructions of General Secretary Xi Jinping during his inspection of Shaanxi Province, carrying out the innovation-driven development strategy, making unremitting efforts in deepening the reform of the scientific and technological system, optimizing the sci-tech innovation environment, striving to promote the deep integration of science and technology and economy, and making best use of science and technology to facilitate Shaanxi's high-quality and connotative economic development.

In March 2021, Shaanxi launched the project of Qinchuangyuan Innovation Platform (hereafter referred as Qinchuangyuan) to further accelerate the release of innovative and creative potential.

Serving as the general platform and source of innovation-driven development in Shaanxi Province, Qinchuangyuan adheres to the principle of taking enterprises as the main entity, talents as the main force, market as the leading factor and the government as the major initiating role. With the aim of establishing the three-dimensional coordinated "incubators", "accelerators" of the industrialization of scientific and technological achievements, and "promoters" of the integration of the innovation chain and the industry chain, Qinchuangyuan is striving to build a high-level platform with distinctive characteristics and competitiveness.

With over one year's effort, the framework of Qinchuang Innovative Platform has basically taken shape. With a sci-tech innovation master fund of 2 billion yuan for the Main Window, more than 130 routine roadshows have been made, and 16 scientific and technological achievements have been transformed and registered as enterprises. The number of small and medium-sized sci-tech enterprises increased by 38.6%, and the number of high-tech enterprises increased by 35.48%. The turnover of technology contracts increased by 33.2%. Universities, colleges, institutes, leading enterprises and financial institutions have gathered rapidly, and a number of major industrial projects and sci-tech innovation platforms have been launched one after another. Since its completion, with the continuing heating up of its innovation vitality and the sustained optimization of the innovation ecology, Qinchuangyuan is displaying its crucial role with the Main Window.
