Convenient Transportation

In 2021, Shaanxi made great efforts in handling transportation and other matters closely related with people's livelihood. Adhering to the interests of the people, the government was committed to solving a number of hot and difficult issues of public concern, primary needs, and social concern. A total of 5,154 kilometers of the rural road safety projects were completed, in addition to 8,139 linear meters of bridges and culverts maintenance project and unsafe bridge reconstruction project. Xi'an Metro Line 14 was officially put into operation in June, 2021, with altogether 8 metro lines in operation up to now. Over the whole province, 28,000 tourism chartered buses, cross-city coaches, and road transport vehicles for dangerous goods were employed with real-time monitoring to ensure safe and efficient operation; 6 "Driver Home"sites have been built. To facilitate taxi travel for the elderly, Shaanxi pushed the online car-hailing platform to add a"one-click car-hailing" function. The 95128 roving-car call service was also offered. 6 rural model counties (districts) for integrated development of passenger transport, freight transport, and postal delivery were created. The annual issuance of ETC exceeded 700,000. 5 high-frequency services, including the reissuance of road transport driver certificates, are now available across provinces.

In 2021, Shaanxi issued the Implementation Opinions on Consolidating and Expanding the Achievements of Poverty Alleviation by Transportation to Serve the Implementation of the Rural Revitalization Strategy and Boost High-quality Development of County Economies, while establishing a dynamic monitoring system for the "two access" program (access to tarmac or cement roads and access to bus services), and resolutely eliminating the hidden problems of returning to the inaccessible situation. The Guidelines on Implementing the Road Chief System for Rural Roads was formulated and implemented in 83 counties (districts). Altogether, we have built 2 national "Four Good Rural Road" (good in construction, governance, maintenance,and operation) demonstration cities, 6 national demonstration counties, 2 provincial demonstration cities, 10 provincial demonstration counties, and 10"most beautiful rural roads" in the province. A subsidy of 50 million yuan has been provided to support the regular operation of buses connecting every village. We have upgraded or perfected 7,681 kilometers of rural roads, including 3,315 kilometers of paved roads for unincorporated villages with more than 30 households. Moreover, we have promoted the development of rural tourism, resource and industrial roads to boost rural revitalization and county economic development.

New forms of transport services, such as customized passenger transport, tourist passenger transport and commercial chartered buses, have developed vigorously in Shaanxi, which constantly meets people's personalized and diversified travel needs. The "Green Giant" bullet trains now cover all 10 prefecture-level cities. Mei County of Baoji City and Shiquan County of Ankang City were included in the second batch of demonstration counties for the integration of urban and rural transportation.
