Land Greening
陕西省制定《陕西省国土绿化规划（2023—2030年）》，实现造林种草落地上图入库，2023年，全省营造林522万多亩，种草改良33万多亩，治理沙化土地94.9万亩，超额完成年度任务，造林面积居全国前列。落实造林绿化财政资金超过11亿元，争取“双重”项目资金投入超过16亿元，连续三年位居全国前列。榆林市成功纳入全国国土绿化试点示范建设，新增全国森林可持续经营试点9个。建立林业、自然资源部门造林落地上图图斑联合会审制度，坚决杜绝违规占用耕地绿化造林。
陕西省委、省政府召开全省荒漠化综合防治和黄河“几字弯”攻坚战工作会议，总结多年来特别是党的十八大以来防沙治沙成绩，安排部署当前和今后一个时期工作。制定《陕西省荒漠化综合防治和黄河“几字弯”攻坚战行动方案（2021—2030年）》，明确“创造防沙治沙新奇迹、力争在西部做示范”的战略定位、两步走目标任务、“三区三战”总体布局和十二项重点行动。组织召开全省科学绿化暨黄河“几字弯”攻坚战推进会，全面铺开全省荒漠化综合防治和黄河“几字弯”攻坚战建设工作。《陕西省防沙治沙规划》获国家批复并印发实施。

The Land Greening Planning of Shaanxi Province （2023-2030） was formulated to ensure that afforestation and grass planting were fully implemented and input into the digital map and the data base. In 2023，more than 5.22 million mu of afforestation has been planted in Shaanxi Province, together with over 330,000 mu of grassland planted and improved, and 949,000 mu of desertified land put under control, over fulfilling the task of the year and ranking among the top across the country in the afforestation area. The actual afforestation and greening fiscal funds exceeded 1.1 billion yuan , and efforts were made to invest more than 1.6 billion yuan in two major national projects for the protection and restoration of important ecosystems, ranking among the top in the country for three consecutive years. Yulin has been successfully incorporated into the national land greening pilot demonstration construction, and has added nine new national forest sustainable management pilots. In addition, a joint review system has been established for the implementation and input of afforestation into the digital map with the forestry and natural resources departments to resolutely prevent illegal occupation of cultivated land for afforestation.
The Shaanxi Provincial Party Committee and the Provincial Government held a conference on the comprehensive prevention and control of desertification along the “S-shape” section of the Yellow River, summarizing the achievements of desertification control over the years, especially since the 18th National Congress of the CPC, and arranging and deploying the current and future work. Efforts have been made to formulate the Action Plan for Comprehensive Prevention and Control of Desertification in Shaanxi Province and the Battle along the “S-shape” Section of the Yellow River （2021-2030） , clarifying the two-step goals and tasks, overall layout of three areas （Mu Us Sandland Sand Prevention and Control Area, Loess Plateau Soil and Water Loss Comprehensive Management Area, and Guanzhong Ecological and Economic Collaborative Promotion Area） and three battles for comprehensive control of moving sandland, desertified land, and vegetation restoration in the Weibei arid plateau）, 12 key actions and the strategic positioning of “creating a new miracle of desertification prevention and control and striving to be a demonstration in Western China”. A meeting was organized for the scientific land greening and the battle along the “S-shape” section of the Yellow River to comprehensively implement the prevention and control of desertification in Shaanxi Province and the construction of the “S-shape” section of the Yellow River. At the same time, the Desertification Prevention and Control Plan of Shaanxi Province has been approved by the state and issued for implementation.
